Opinion

In the European Parliament, when we work on a law, more than one committee is involved. The Committee in charge (the lead committee) writes a report with its proposed changes. The other committees write an opinion with their proposed changes. The other committees will sometimes get  exclusive competence, which means that whatever they write must be in the report of the lead committee. If not, they have to negotiate for their proposals to be included by the lead committee.
